Notice on Medical Service for Foreigners and Their Offspring in Shaanxi Province
Health bureaus of cities with districts, Social Service Bureau of Yangling Model District, provincial hospitals, affiliated hospitals of Xi'an Jiaotong University (the First and the Second Affiliated Hospital, and the Stomatology Hospital), and Xi'an Children's Hospital,
In order to provide appropriate medical service for foreign investors in Shaanxi Province as well as their offspring, and to further improve the investment environment and promote the development of economy and social service in Shaanxi Province, requirements are issued as follows:
I. All levels of administrative divisions of health and medial institutions must place great emphasis on the medical service for foreigners in Shaanxi Province as well as their offspring. This work must be given priority on the agenda, and be assigned to designated persons.
II. Administrative divisions of health at both provincial and municipal level must designate some medical institutions to provide medical service for foreigners as well as their offspring. Provincial hospitals designated by Shaanxi Provincial Department of Health are: People's Hospital of Shaanxi Province, the First and the Second Affiliated Hospital of Xi'an Jiaotong University, Xi'an Children's Hospital, and the Stomatology Hospital of Xi'an Jiaotong University; and health bureaus of cities with districts must designate one or two well-equipped medical institutions to provide daily medical service for foreigners in the areas under their jurisdiction.
III. All designated medical institutions shall set up certain agencies, designate specific persons that serve foreigners and establish relevant administrative regulations and functions. Hospitals, if conditions permit, may set up special wards or areas for foreigners, and assign the job to medical staffs with better foreign language skills and experience in foreign affairs.
IV. A coordination system and an express communication channel shall be established between the designated provincial medical institutions and those in cities with districts, so that medical consultation or hospital transfer can be arranged in time for patients with severe diseases or complicated diseases.
V. Health bureaus of cities with districts shall submit the name list of the designated hospitals, executive directors of the hospitals and the specific medical staffs together with their contact information to the Division of Medical Affairs of Shaanxi Provincial Department of Health no later than July 20. A copy of that list shall also be sent to relevant government departments of personnel, public security, and commerce at the same level. The designated provincial hospitals shall submit the name list of their executive directors and the specific medical staffs together with their contact information directly to the Division of Medical Affairs of Shaanxi Provincial Department of Health.
Xijing Hospital is located in Xi'an, an ancient city of China. The hospital was first set up as the Second Army Hospital under the Northwest Military Area Command. In 1954, when the Fourth Military Medical University (FMMU) grew out of the amalgamation of the former Fifth Military Medical College and the former Fourth Military Medical College, the hospital became the First Teaching Hospital affiliated to the FMMU. The hospital has been known as "Xijing Hospital" since 1984. After a five-decade growth, Xijing Hospital has developed into a large modern general hospital, a tripartite of service, teaching and research in medicine. The hospital is characterized by a complete array of medical disciplines and specialties, a galaxy of capable medical professionals with consummated clinical skills and outstanding research competence, and a whole spectrum of medical facilities. The hospital was ratified as a Class A Tertiary General Hospital in 1993.
Xijing Hospital encompasses an area of 280,000 square meters with a floor space of 437,300 square meters. A total area of 297,300 square meters is dedicated to medical service. The hospital has nine national key disciplines (including three in developing), as well as eight specialized research institutes and eight specialized medical centers of the Chinese People's Liberation Army (PLA). Xijing Hospital is the diagnosis and treatment center for difficult and complicated diseases in China's Northwest Region. The hospital now has some 2 600 hospital beds, 32 clinical departments and 11 departments of medical technology. The hospital has a working staff of more than 2 000 professional and technical personnel, among whom nearly 400 are chief physicians or chief surgeons. In the year of 2007, the annual number of outpatients and emergency cases reached 1 570 000, and the numbers of inpatients and surgeries performed were 69 800 and 30 700 respectively. The annual number of the patients treated, the quality of the medical service and the efficiency of the medical staff all have increased consecutively for the past 10 years.

In 195x, an advanced acoustic neuroma was successfully resected via trans-tentorial approach. In 1958, China's first case of open-heart surgery with extracorporeal circulation was accomplished. In 196x, a critically ill patient with 96% total burn surface area and 68% third degree burn area was resurrected. In 198x, the world's first case of replantation of ten completely severed fingers was successfully performed. The first successful case of living-related liver transplantation in 199x and the first successful case of living-related small bowel transplantation in 199x both became milestones in the history of organ transplantation in China. In 1994, reconstituted bone xenograft was developed, which drew worldwide interest and attention. In 2001, a novel class of disease – Fatal Bacteria Granuloma after Trauma was discovered and named, a cutting-edge in the field of dermatology. In 2005, simultaneous liver-pancreas-kidney-partial duodenumtransplantation (the second case in Asia) was successfully conducted. In 2006, face allograft (first case in China and second in the world) was accomplished, which was listed as one of theChina's Top Ten News in Medical Science and Technology in the year of 2006.
By generations of persistent hard work, the hospital has exhibited sizeable strength in multidisciplinary collaboration in the rescue of urgent, difficult, critical and complicated cases. The hospital has made outstanding contributions to the improvement of national health.
As a teaching hospital of the FMMU, Xijing Hospital offers multi-level clinical medical courses to both undergraduate and graduate students. The hospital now has 34 disciplines and 33 disciplines authorized respectively for conferring master's degree and doctor's degree and the hospital is one of the national post-doctoral research stations for clinical medicine. Among its staff are one academician of Chinese Academy of Engineering, four appointed Cheung Kong Chair Professors by Cheung Kong Scholar Program and five professors with National Outstanding Young Scientist Fund. Eleven professors have been honored with the title "Star Scientist" by the General Logistics (GLD) of the PLA, one with "GLD Master Teacher" and four with "National Outstanding Young Experts". Two doctors have won the "Chinese Doctor Prize", the highest honor in the medical field of China and 95 professors are enjoying special allowance granted by the State Council for their achievements.
In line with the hospital's development strategy of prospering the hospital through science and technology, Xijing hospital has trained large numbers of high-level scientific research personnel and scored plentiful achievements of landmark significance in medical science and technology. The hospital now ranks first among hospitals nationwide in terms of awards, grants and publications. Ever since the "Ninth Five-Year Plan", the hospital has been awarded more than 100 achievement prizes of second-class or higher, of which 19 are National Science and Technology Awards. In 2001, the hospital won 3 second-class National Prizes of Scientific and Technological Advancement, ranking first among all hospitals in China. In four consecutive years from 2000 to 2003, the hospital also ranked first among all national medical establishments in the number of research articles published in source journals. In three consecutive years from 2005 to 2007, the hospital took the lead in the number of projects supported by the National Natural Science Fund among all hospitals in China. In 2006, 142 original articles were published in SCI indexed international journals.

Stomatology Hospital of Xi’an Jiaotong University
Founded in 1985, the Stomatology Hospital of Xi’an Jiaotong University was formerly the Stomatology Department of the Second Affiliated Hospital of Xi’an Medical College. The hospital has undergone development of more than 50 years. In 1975, the Dental Medical Department was established with the approval of the Ministry of Health in the hospital. In 1991, the School of Stomatology was established. In 2000, the name was changed to the Stomatology Hospital of Xi’an Jiaotong University.
The Stomatology Hospital of Xi’an Jiaotong University is a specialized dental hospital under the direct jurisdiction of the Ministry of Health. The hospital undertakes such tasks as teaching, medical service, scientific research, prevention and health care. It is the teacher’s training center for the dental medical departments in northwest China, a continuing medical education base of the Ministry of Health, the quality control center of dental medical service of Shaanxi Province and the sponsoring unit of the Supervisory Body for the Prevention and Treatment of Dental Diseases of Shaanxi Province. At present, the hospital has over 270 teacher and staff members, among which there are 46 professors and associate professors, 44 masters and doctors, one doctoral supervisor and 20 graduate supervisors.
The hospital has reached the qualification of a Level-3 Grade-A specialized hospital of Shaanxi Province. Equipped with 130 dental chairs and 76 beds, the hospital has over 60 million Yuan worth of fixed assets. The Oral Teaching and Laboratory Center of the hospital comprises several advanced laboratories, including the Laboratory of Head Phanotom, Laboratory of Dental Technician, Laboratory of Morphology and Image Laboratory of Oral and Maxillofacial Surgery. These laboratories serve as a significant platform for the teaching and practices of the undergraduates and graduates.
In recent year, the hospital has undertaken over 60 projects, including the projects of the National Natural Science Foundation, those of 863 Plan, provincial and ministry level projects and municipal projects. It has invested more than 5 million Yuan to build an Oral Medical Research Center for the purpose of engaging in research of basic oral medicine and clinical medicine application. With the establishment of a well-equipped platform for molecular cell biology research, the Center is able to conduct researches on animal experiment, cell culture, protein and macromolecule nucleic acid.

People's Hospital of Shannxi Province is a large Level-3 Grade-A hospital established by Shaanxi People's Government. Founded in 1956, the First Affiliated Hospital of Xi'an Jiaotong University is the largest Level-3 Grade-A hospital in the northwest China. The Second Affiliated Hospital of Medical School, Xi’an Jiaotong University is a modernized large comprehensive hospital under the jurisdiction of the Ministry of Health and the Ministry of Education. As the first affiliated hospital of medical school in northwest China, it was formerly known as the Affiliated Hospital of Medical School of National Northwest Associated University, which evolved from the Affiliated Hospital of Medical School of Beiping University (currently known as the Peking University First Hospital). The hospital is equipped with such functions as medical service, teaching, scientific research and prevention &health care. Since its foundation 70 years ago, the hospital has made great contribution to the medical development and people’s medical &health care services of our country. In 1994, it was appraised as a Level-Three Grade-A hospital by the Ministry of Health. Xi’an Children’s Hospital
Xi’an Children’s Hospital is the largest children’s hospital in northwest China and the only children’s hospital that have such functions as medical and surgical care, education, scientific research, preventive health care, and rehabilitation in Xi’an and Shaanxi Province. It was formerly the Yan’an Hospital for Communist Party of China Central Committee, which was founded in 1939, and the current children’s hospital, having gone through periods of reform, formally started operation in September 1, 1959 with the approval by the People’s Government of Shaanxi Province. In 1997, it was appraised as a Level-3 Grade-A hospital by the Ministry of Health and granted the honorable title of Municipal Model Unit. In May and December 2005, the hospital was awarded the honorable titles of Model Unit of Xi’an and Model Unit of Shaanxi Province.
Located inside the Andingmen of Xi’an, the hospital covers a land area of 110.7 Mu (one mu equals to 1/6 acre), out of which 87.86 Mu is used for the purpose of medical service. There are 16 clinic departments, 9 out-patient clinics, and 10 medical inspection departments. It has a capacity of 800 beds, 562 of which are practically available. The average annual number of outpatients amounts to over 450,000 and the number of inpatients over 20,000.
The hospital is equipped with well-trained talents. Among the overall 851 staff members, there are 124 senior professionals, 235 medium-level professionals and 735 professionals, which account for 86% of the staff team. And there are 116 administrative and logistical workers, which account for 14% of the staff team. A lot of pediatric experts of the hospital are well-known in Shaanxi Province or even across the whole country. The hospital has a sound structure of divisions. The Pediatric Physician Department is acknowledged as a key discipline at both the provincial and municipal level, and is subdivided into four divisions of Gastroenterology, Cardiovascular, Neonatology and Respiratory Medicine. The Department of Urology is also recognized as key discipline of the municipal level. In addition, the hospital has set up a number of training and research centers, such as Shaanxi Research Institute of Paediatrics, Shaanxi Advanced Training Center for Paediatric Doctors, Shaanxi Prevention and Treatment Center for Children’s Asthma, and Xi’an Rehabilitation Center for Children with a Disability. In December 2003, Shaanxi Children’s Medical Center was established at the hospital with the approval by Shaanxi Provincial Department of Health, and the launching ceremony was held on May 31, 2004. As for hardware conditions, the hospital has increased investment and introduced a lot of large and medium advanced medical equipments over the years. At present, it owns a lot of advanced equipments, including the Philips INTEGRIS CV Digital Subtraction Radiography and Angiocarpy Opacification System (Dutch), the Siemens Spiral CT (Germany), Jostra Extracorporeal Circulation Machine (US), Philips ATL550 Color Doppler-B-Scan System, Automatic Microbiological Assay Machine (France), Olympus Doscope System (Japand) and ASCEND Urodynamics Analysis System (Canada).
Currently the hospital is carrying out the construction of a building for medical and commercial use on the 26 Mu land in front of the hospital gate. Upon the completion of this new project, the hospital will become a modern children’s hospital with more space, better layout and complete functions, which in turn will greatly improve the demand conditions for children’s prevention, healthcare and treatment in Xi’an and the neighboring five provinces in northwest China. All staff members of the Xi’an Children’s Hospital are making great efforts to build the hospital into the best children’s hospital in the west of China.
